دور رقمنة قطاع التعليم العالي في تحقيق فعالية الإدارة الإلكترونية

تهدف هذه الدراسة للتعرف على دور رقمنة قطاع التعليم العالي في تفعيل عناصر الإدارة الالكترونية ، حيث يعتبر يُعتبر قطاع التعليم العالي مرحلة متقدمة من التعليم، يضم الجامعات والمعاهد العليا، ويهدف إلى تأهيل الطلبة علمياً ومهنياً، تكمن أهميته في إعداد إطارات مؤهلة، ودعم البحث العلمي، لذلك وجب على هاذ القطاع مواكبة التغيرات الحادثة والتي من بينها تفعيل الرقمنة بمختلف أساليبها وطرقها قصد تحسين وتسريع المعاملات الادارية فيه وكذلك تحقيق مستوى اعلى من الكفاءة بالنسبة للقطاع كك. ومن أجل ذلك يجب توفير مختلف الوسائل الالكترونية والتكنولوجية والعمل على تدريب كل الموظفين والطلبة على استخدامها والتعامل معها وهذا بهدف كسب الوقت والقضاء على المعاملات الورقية التقليدية ( تفعيل نظام صفر ورقة)، وسرعة الوصول إلى المعلومة بالنسبة للطالب والموظف على حد سواء. فمن خلال هذه الدراسة الميدانية تم التوصل الى جملة من النتائج أهمها: أنه لابد من تدريب الموظفين على كيفية استخدام الوسائل الرقمية في المعاملات الادارية، ووجب من توفير بنية تحتية رقمية صلبة لضمان إدارة إلكترونية فعالة. من خلال اختبار الفرضيات تم التوصل الى أنه توجد فروق ذات دلالة إحصائية بين درجة رقمنة التعليم العالي وفعالية الإدارة الإلكترونية بكلية العلوم الاقتصادية والتجارية وعلوم التسيير بجامعة الشيخ العربي التبسي عند مستوى دلالة (0.05 α≤).

This study aims to identify the role of digitization in the higher education sector in activating the elements of e-governance. The higher education sector is considered an advanced stage of education, encompassing universities and higher institutes. It aims to prepare students academically and professionally. Its importance lies in preparing qualified personnel and supporting scientific research. Therefore, this sector must keep pace with the changes taking place, including the implementation of digitization in its various forms and methods, with the aim of improving and accelerating administrative transactions and achieving a higher level of efficiency for the sector as a whole. To this end, various electronic and technological means must be provided, and all employees and students must be trained to use and interact with them. This aims to save time, eliminate traditional paper transactions (activate a zero-paper system), and facilitate rapid access to information for both students and employees. Through this field study, several results were reached, the most important of which are: Employees must be trained on how to use digital means in administrative transactions, and a solid digital infrastructure must be provided to ensure effective e-governance. Through hypothesis testing, we found a strong, direct relationship between digitization in higher education and its role in achieving the effectiveness of e-management in its various components at the Faculty of Economics, Business, and Management Sciences, Cheikh Larbi Tebessi University, Tebessa. Through hypothesis testing, it was found that there are statistically significant differences between the degree of digitization of higher education and the effectiveness of e-management at the Faculty of Economics, Business and Management Sciences at Sheikh Larbi Tebessi University at a significance level of (α≤ 0.05).
