التوجه لتنفيذ استراتيجية الاقتصاد الدائري في قطاع الصناعة - تجرب بعض الدول مع الاشارة لحالة الجزائر

جاءت الدراسة باحثة في إشكالية مفادها، كيف يمكن تحقيق التحول الفعال نحو تنفيذ إستراتيجية الإقتصاد الدائري في قطاع الصناعة؟ من خلال تحليل الإمكانيات النظرية والعملية لتبني هذا النموذج كمدخل لتعزيز الاستدامة الصناعية. اعتمدت منهجيةٌ وصفيّةٌ تحليليةٌ تجمع بين التأصيل المفاهيمي ومقارنة تجارب دولية (ألمانيا، الصين، السعودية، مصر)، مع تركيزٍ خاص على الجزائر لرصد التحديات البنيوية والفرص الواعدة. كما خلصت الدراسة إلى أن التحول الفعال يتطلب استراتيجية مرحلية تدمج السياسات النقدية مع سياسات مالية ذكية، مدعومةً بتحفيز الابتكار التكنولوجي وبناء القدرات المحلية. تُقدّم هذه الرؤية إطارًا عمليًّا لصانعي القرار لتحقيق توازنٍ بين النمو الصناعي والاستدامة البيئية في الاقتصاديات النامية.

The study explores the question: How can an effective transformation towards implementing a circular economy strategy in the industrial sector be achieved? It analyzes the theoretical and practical possibilities of adopting this model as an approach to enhancing industrial sustainability. A descriptive and analytical methodology was adopted, combining conceptual foundations and a comparison of international experiences (Germany, China, Saudi Arabia, Egypt), with a particular focus on Algeria to identify structural challenges and promising opportunities. The study also concluded that an effective transformation requires a phased strategy that integrates monetary policies with smart fiscal policies, supported by stimulating technological innovation and building local capacities. This vision provides a practical framework for decision-makers to achieve a balance between industrial growth and environmental sustainability in developing economies.
