دور تكنولوجيا المعلومات والاتصال في دعم أداء بورصات الأوراق المالية دراسة حالة سوق الأسهم السعودي مع الإشارة لبورصة الجزائر

عالجت هذه الدراسة إشكالية تمثلت في البحث عن مدى فعالية تكنولوجيا المعلومات والإتصال في تحسين أداء بورصات الأوراق المالية وآليات تفعيل هذا الدور في بورصة الجزائر بالإستفادة من تجربة سوق الأسهم السعودي، وهدفت الدراسة إلى إبراز أهمية تطور تكنولوجيا المعلومات والإتصال في تحسين أداء سوق الأسهم السعودي. وبغية الإجابة على الإشكالية الرئيسية وبلوغ الهدف المنشود إعتمدنا على المنهج الوصفي التحليلي، وذلك في إطار سعينا للوصول إلى فهم أفضل لموضوع الدراسة والإلمام بجميع جوانب المتغيرات المدروسة، وذلك من خلال جمع البيانات والإحصائيات المتعلقة بسوق الأسهم السعودي في الفترة محل الدراسة. كما إستعنا بطريقة الإستنتاج ومحاولة الإستقراء وفق قواعد الإستدلال المنطقي. كما تم الإعتماد على الأسلوب التحليلي وذلك من خلال جمع البيانات وجدولتها وتحليلها. وقد خلصت الدراسة إلى مجموعة من النتائج كان أهمها أن تكنولوجيا المعلومات والإتصال كانت العامل الرئيسي في تطوير أداء سوق الأسهم السعودي وأن أداء بورصة الجزائر ضعيف نسبيا مقارنة بسوق الأسهم السعودي، وهو ما يستدعي القيام بعدة إصلاحات أهمها وضع خطة مستقبلية مثل رؤية السعودية 2030 للنهوض ببورصة الجزائر ومواكبة جميع التطورات التكنولوجية. وذلك من خلال تشجيع المؤسسات الإقتصادية على الإدراج في البورصة. من خلال تقديم التحفيزات وتبني أنظمة تداول عالمية متقدمة لتشجيع الإستثمار وإعادة حيوية بورصة الجزائر، نشر الوعي الإستثماري في البورصة لدى الأفراد من خلال الإعلام السمعي البصري، وكذا المؤتمرات والملتقيات العلمية في الجامعات.

This study addressed the issue of the effectiveness of information and communication technology (ICT) in improving the performance of stock exchanges and the mechanisms of activating this role in the Algerian Stock Exchange by utilizing the experience of the Saudi stock market, and the study aimed to highlight the importance of the development of ICT in improving the performance of the Saudi stock market. In order to answer the main question and achieve the desired goal, we adopted the descriptive and analytical method, as part of our endeavor to reach a better understanding of the subject of the study and familiarize ourselves with all aspects of the studied variables, by collecting data and statistics related to the Saudi stock market in the period under study. We also used the method of deduction and extrapolation according to the rules of logical inference. We also relied on the analytical method by collecting, tabulating, and analyzing the data. The study concluded that ICT was the main factor in developing the performance of the Saudi stock market and that the performance of the Algerian stock exchange is relatively weak compared to the Saudi stock market, which calls for several reforms, the most important of which is to develop a future plan such as Saudi Vision 2030 to promote the Algerian stock exchange and keep pace with all technological developments. By encouraging economic institutions to list on the stock exchange. By providing incentives and adopting advanced international trading systems to encourage investment and revitalize the Algerian Stock Exchange, spreading investment awareness among individuals through audiovisual media, as well as scientific conferences and forums in universities.
